HRL signed a MoU with Anhui Zhongke Xiangyu Innovation Technology Co Ltd, China for establishing a commercial (agricultural) drones manufacturing unit at SETZ (CSC)

On 20th April 2026, a Memorandum of Understanding (MoU) was signed between Anhui Zhongke Xiangyu Innovation Technology Co., Ltd., China, a leading technology enterprise specializing in unmanned aerial vehicle (UAV) design, manufacturing, and deployment, and Habib Rafiq Engineering (Pvt.) Ltd. (HRL Group), one of the largest conglomerates in Pakistan, renowned for its extensive portfolio across diverse sectors including construction, engineering, and real estate development. The agreement aims to establish a Drone Manufacturing, Assembly, and Technology Facility at the Smart Special Technology Zone (SSTZ), Islamabad.

The MoU was signed by Mr.  Haris Naeem, Business Development Executive, Habib Rafiq Engineering (Pvt) Limited and was facilitated by Mr. Khalid Taimur Akram.

This strategic collaboration marks a significant milestone in advancing Pakistan’s emerging drone and advanced technology sector, with a strong focus on industrial innovation, localization, and technology transfer. The Technology Partner brings advanced expertise in UAV systems, while the Local Partner provides strong operational capacity, regulatory facilitation, and market integration within Pakistan.

Under the scope of this MoU, the parties have agreed to jointly develop a dedicated facility aimed at strengthening Pakistan’s capabilities in drone manufacturing and related technologies. The initiative is designed to support both commercial and industrial applications, with a particular emphasis on agricultural drones and smart technology solutions.

Key Objectives of the Collaboration Include:

  • Development of UAV manufacturing, assembly, and testing capabilities within Pakistan
  • Establishment of a dedicated Research and Development (R&D) infrastructure for drone technologies
  • Introduction of drone-based industrial, agricultural, and commercial solutions
  • Promotion of technology transfer, localization, and capacity building in Pakistan’s advanced manufacturing sector

This partnership reflects a shared vision to position Pakistan as a regional hub for drone technology innovation, while fostering industrial growth, skilled workforce development, and long-term technological sustainability.
