Chinese ACFIC and Precise Development (HK) Ltd, China Delegation Meets with Federal Railway Minister

On 28th October 2025, a Chinese business delegation from the All-China Federation of Industry and Commerce (ACFIC) and Precise Development (HK) Limited, China  visited Railway Ministry at Islamabad. During the visit, the delegation met with His Excellency Mr. Muhammad Hanif Abbasi, Federal Minister for Railways, Syed Mazhar Ali Shah, Secretary of the Railway Board; and senior officials of the Ministry of Railways.
The meeting provided a platform to discuss potential collaboration in modernizing Pakistan’s railway infrastructure and identifying new avenues for Chinese private sector investment in the transport and logistics sectors.
The Chinese delegation included Mr. Yi Jiang, Director of the All-China Federation of Industry and Commerce (ACFIC), Mr. David Chu, Chief Executive Officer of Precise Development (HK) Limited, China, and Ms. He He Amanda, Director of Precise Development (HK) Limited, China. The delegation also included representatives from various Chinese logistics companies and associations including Yunchuan Cross-Border logistics Company, Aviation Industry Association, Sanlian International Corporation, Super Era International Company and Xinfeng Iron Transport Company. The meeting was facilitated and arranged by Mr. Khalid Taimur Akram, Director (Eurasian Region) of Precise Development (HK) Limited, China, who is currently hosting B2B basis Chinese Investments in Pakistan.
The delegation commended the Ministry of Railways for its vision and ongoing reforms aimed at revitalizing Pakistan’s railway network. They appreciated the government’s strategic initiatives to improve connectivity and logistics efficiency, highlighting that these efforts are paving the way for large-scale international cooperation and public–private partnerships in the sector.
Discussions focused on exploring potential Chinese private sector investment in Pakistan’s railway modernization, freight services, industrial linkages, and technology-driven operational improvements. Both sides agreed to strengthen cooperation in infrastructure upgradation, capacity building, and sustainable transport development.
The meeting concluded with a shared commitment to further dialogue and mutual collaboration to enhance Pakistan’s railway connectivity under the broader framework of Pakistan–China economic cooperation.
